Require key authentication for specific user

Hi, I do not want to require all users to use key authentication, only specified ones. I have one set up with the public key specified and can connect fine from the client that generated that key, however I can also connect from a completely different computer that does not have the key. I had thought that the "User does not require key authentication" option on the Security tab for the user might have something to do with it but it doesn't appear to make any difference. Am I doing something wrong or is this not possible?

You would check the "key authentication only" option in the domain setup.

Then for users that won't be using a key, you will select the "User does not require key authentication" in the user's "security" settings.
