Tried changing permissions, but it doesn't work

I've tried using file properties, which opens a window allowing a simple click read/write/exe check box to enter changes, but these never stick .. when I refresh & return the original values redisplay

ps I just downloaded vers 1.3 Lite, thinking it may have been a previous problem, but this didn't fix it.

Any ideas?
