Can't log in - winsock error 'WSAENOBUFS (10055)'

I can't log in to my site, I get this message:

Can't establish connection --> hosting4.123-reg.co.uk:21 @ Mon May 29 18:40:54 2006 (10055-19)
An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full.

All my details are correct and my connection's fine, what's going on?
