Missing Scroll bar for server site

The scroll bar is there for my side, but it is missing for the widow showing what is on the server.

Unistalled and reinstall and works the first time, but disappear when I use it again.

Using on Win 8.1 and no issues until a few months ago. Work ok in Win 7

How do I get the bar so I can scroll down the page on the server?

view -> reset view -> log on top
