Core FTP Server should work with Windows Server - Server Core.
* Install Core FTP Server.
* Copy over oledlg.dll to the Core FTP Server installation directory from an existing x64 version of Windows.
* From the Core FTP Server installation directory run "coresrvr.exe"
This test was done with 2008 R2 but should work with newer versions of Windows Server Core.
