does setting like active, over write on upload do not stay

I have set the over right on upload any time i run even email or programs the window during upload will open asking for an action to over right, why is this

also the active will not stay set for one server

setting in three different servers one requires active upload not passive how can or can it be done to set this one one time and be done with it
