Server resources low, disconnecting...

I've been running CoreFTP server on one of my servers for the last few months. I just set it up on another server and am receiving the below error message when trying to connect.

Status: Connecting to xx.xx.com...
Response: fzSftp started
Command: open "xx@xx.xx.com" 22
Error: Server sent disconnect message
Error: type 2 (protocol error):
Error: "Server resources low, disconnecting..."
Error: Could not connect to server

This is my database server, and we allocate 28GB of 32GB RAM to Sql Server. So I assume this has something to do with the error message. Is there any way to get rid of this error message (other than allocating less memory to SQL Server)?

This message occurs when there is less than 2 mb available to Core FTP Server. More memory would need to be freed in order to avoid this error.
