Access Rules - syntax for blocking all IP addresses

Hi - I'm running a registered version of Core FTP, using SSH/SFTP protocol only. I want to block all IP addresses from connecting except specific IP's for certain authorised users. I create a DENY rule for IP range *.*.*.* (which I assume deny's everyone), then an ALLOW rule for the specific IP addr...
