Permission Denied during pre transfer/post transfer commands

Hi ,
I am using Core FTP for transferring the files from windows server to FTP (Unix srever ).
When i am using the commands like RNFR,RNTO then Permission Denied is coming .
Please help as the normal commands like PWD is working.
