Target Files - Date Time stamp

When I transfer files the target file is retaining the source file date and time stamp.
What do I have to change to get the target file to get the current date/time when it is transfered?

Thanks but I AM using SSH/SFTP as this is the only daemon we have running on the target Unix machine.
