Core FTP Server SFTP & FTP sites on same server?

I have set up SFTP using ssh on one of my servers using Core FTP Server. One of my clients could not make a connection using SFTP/SSH so I tried setting up a plain FTP site on the same box that the client could use along with PGP for encryption. When I try to access the non secure site I get a "530 User cannot log in..." error. Is it possible to have both secure and non secure sites active on the same box? Is user name and port enough to get the user to the correct site? I appreciate any advice you can offer.
