the HTTP protocol may not be available on the new server. Try FTP (with the "AUTH TLS" connection type) on port 21, or SSH/SFTP on port 22.

There isn't a list as it changes quite often, unannounced.
With DH/KEX and MACs its all except for a few outdated group1/sha1 algs.
With ciphers, its mainly AES only.
Any custom changes to the DH/Cipher/Mac settings will override FIPS settings.

Your router is blocking the incoming connection on port 22.. You will need to "port forward" port 22 from the router to the IP that Core FTP Server is running on.

The rules under the "access rules" are not dynamic. The are for all domains and go into effect on the next start.
The user rules can be changed under the user's "security" settings and changes will go into effect on the next logon.
